The NSW Government established the Housing Delivery Authority (HDA) in 2023 to accelerate housing approvals and delivery — with powers to assess and determine significant housing development applications, and to coordinate planning reform across the state.

The NSW Housing Delivery Authority (HDA) was established by the NSW Government in 2023 as part of a broader package of planning reforms aimed at accelerating housing supply in New South Wales.

The HDA has powers to: - Assess and determine significant housing development applications that have been delayed or are of state significance - Coordinate planning reform across state and local government - Provide advice to the Minister for Planning on housing supply and delivery - Work with councils to identify and address planning barriers to housing delivery

The NSW Government has also introduced a range of planning reforms to support housing supply, including: - Transport Oriented Development (TOD) program — increased density around train stations - Low and Mid-Rise Housing policy — allowing medium-density housing in more locations - Rezoning of land for housing in growth areas - Streamlined approval pathways for social and affordable housing

NSW is the largest housing market in Australia and a key focus for the National Housing Accord. The NSW Government has committed to delivering its share of the 1.2 million national housing target.
